Proceeding from the brief review, it is possible to make a conclusion: the society can be alive only with system of relations based on the compromise or, as a consequence from this, on system of rules of communication. In each society there are any rules, but any way there are certain rules, which are acted in any society. The example of such rules can be as follows:

THE RULES OF COMMUNICATION

1. An aggression is forbidden. To decide any conflict between the parties by force methods, including destruction one of conflicting parties is forbidden.

2. Deciding of conflict. Any conflict should be decided by the compromise between the conflicting parties, it can be found by conflicting parties with any mutual agreement, and / or with the assistance of the present rules, and / or with the assistance of any third party.

3. Impossibility of deciding the conflict. If, by any reasons, the conflict can not be solved under existing conditions, the deciding of conflict should be postponed on the moment of approaching of favorable conditions to decide the conflict, and, for this period the conflicting parties should exclude that part of the activity, which has caused the conflict.

4. Excepted person out of a society. Not fulfiling of rules completely or partially by any person or/and not solving the conflicts in according with the rules,such person must be excepted completely or partially out of society.

5. Reception in a society. The man accepting the rules, can be accepted by a society.

6. Period of action of rules. The action of rules is distributed to all time of existence of a society

7. Not excluded rules. The rules 1 - 9 can not be excluded or are changed at any conditions. Other rules can have same property.

8. Changing of the present rules.

8.1. Any rules which are not getting under action of a rule 7, can be changed or are removed.

8.2. The rules getting under actions of a rule 7, can not be changed or are excluded.

8.3. Quantity of rules. Quantity of rules is not limited.

8.4. New rule. Any new rule can not cancel or to limit action or to contradict rules getting under action of a rule 7, and also already of existing rules which are not getting under action of a rule 7. The new rule should whole decide that problem, for which it is created. The new not excluded rule should correspond with the following requirement: to keep the applicability in all time of existence of a society.

8.6. Exception of a rule. Any rule can be excluded, except rules under action of rule 7, and, if it is not connected with other rules, i.e. it is independent.

8.7. Change of a rule. Any rule, except for rules under action of rule 7, can be changed without loss its content.

9. Action of rules. Any rule - is a rule of direct action and can not suppose any other interpretation and / or actions, which are not indicated in the text of a rule.

It is given only minimal list of rules which can and should be extended according to variable life of a society.

What stabilizing effect of rules?

In process of positive experience of society life, the appropriate rules will be collected, including not excluded rules, which, first of all, will render stabilizing life of a society.
