THE STATE

It is rather difficult to approach to definition of the state. Let's try. The concept of a society and rules of communication was above formulated. To fulfill the rules by all members it is necessary that all members of a society have fulfilled rules by understanding of it's usefulness for life or by pressing of any force of society. The practice has shown, that all members will fulfill all rules is ideal and, as any ideal, it is not real! Hence - society must have any means to force members for fulfilling rules of communication. The society should have force of compulsion to performance of rules.

Next. The society lives on the concrete territory and, if there are other societies around of it, any problem can be between societies. Hence, the society should have force to protect the territory.

The society should decide problems of daily life and, hence, should be engaged in the appropriate economic activity. The economic activity of the limited resources requires the appropriate coordination for rational using of resources. Hence, the society should have the force to coordinate economic activity of the members.

The part of a society should be engaged in performance to solve all of these above mentioned and other tasks, main purpose of which - to ensure life of a society.

If the society has the above forces, such society we shall define - as the State. A part of the society engaged in the decision the above tasks, we shall name - as the Government.
